There is not a straight forward way to create a dotted line in Photoshop as you would in a vector application like Illustrator, unless you harness the power of brush settings (which most people miss!)
I would really like to see this incorporated as a nice quick layer effect in the future, but until that time when Adobe discover Photoshop Ninja (and bring him into their R&D department!) you can use this little work-around to get dotted lines in Photoshop.
Simply set the brush size to the diameter of your desired dot and then set your spacing higher than 25% in your brush settings. Then single click where you want your line to begin, than hold down shift and single click where you want your line to end – and there you go… a perfectly straight dotted line! Adjust the spacing to your desired setting to space the dots out more.
You can create some nice effects by experimenting with the more advanced brush controls, try adding some randomness by altering scattering, which will result in a wavy distribution of the dots. There is a lot of potential creative applications with this technique, experimentation (and a fair bit of undo!) is the key!

good tutorial. but will me more perfect if got pictures with it. it will be easier to understand for learners.
